1. Switch off Use Multirests in the Layout >Auto Layout menu (in Sibelius 2 and 3 this is the House Style menu, in Sibelius 1.4 this is Layout >Show Multirests).
2. Cut (or copy) time signature and paste into bar 2
3. Cut (or copy) tempo marking and paste into bar 2
4. Insert an extra bar somewhere between bars 2 and 8.
5. Delete bar 1
6. Switch on Use Multirests from the appropriate menu.

You will now have the part beginning with an eight-bar multirest.
